Preamble
The anticipated contract start date is May
17, 2010. The services period may be up to, but not exceed, twenty four (24)
months.
Experience
Candidate must have the following listed
experience, knowledge, skills and abilities:
 |
At least three (3) years of experience, within the last seven (7) years,
managing the installation, configuration, and implementation of accounting
and/or enterprise resource planning COTS software for an entity with 1,000+
users |
 |
At least three (3) years of experience, within the last seven (7) years, using
IT project management practices and principles on system implementation
projects, using project management standards (e.g. PMBOK ™) and use of project
management tools (e.g. MS-Project) and techniques to ensure projects are
completed on time, within budget, and meet customer and business needs.
Note: The Client project management methodology is based on PMBOK ™. |

At least three (3) years of experience, within the last seven (7) years, of
vendor management, risk management, and project governance experience
including support of vendor contract and change control negotiations |
 |
At least three (3) years of experience, within the last seven (7) years, in
developing and executing communication and transition management plans |
Desirable for the candidate to have the
following listed experience, knowledge, skills and abilities:

Understanding of the relevance or purpose served by individual requirements in
relation to larger business and/or project goals |
 |
Excellent oral and written communication skills |
 |
Knowledge of internal consulting concepts and practices |
 |
Excellent customer relationship management and effective management and
leadership skills |

Ability to:
 |
Plan, coordinate, direct and manage the development and implementation of a
COTS solution for a large and complex accounting solution including budgets,
work plans, process flow diagrams, use cases and timelines |

Work collaboratively with a variety of consultants, project staff, senior
managers and representatives of other business areas to successfully develop
and implement the system |
 |
Coordinate, facilitate and direct the work of a variety of work groups |
 |
Define team roles and responsibilities |
 |
Identify business and customer needs, issues and opportunities, define
project requirements; analyze problems and alternatives, develop sound
conclusions and recommendations |
 |
Set priorities and allocate resources to meet project needs in a timely,
effective manner |
 |
Identify and communicate project risks and ways to mitigate these risks |

Communicate information, proposals and recommendations clearly and
logically, written and verbally, to both technical and non-technical
audiences |

Exercise sound, expert independent judgment within general policy guidelines

Exercise tact and diplomacy in dealing with sensitive, complex and
confidential issues and situations |

Establish and maintain effective working relationships with all levels of

Scope of Work Summary
Essential Duties and Responsibilities:
 |
Manage project scope, objectives, schedule, approach, risks, issues, change
control, milestones/deliverables, tracking success criteria and budget
throughout the project lifecycle |
 |
Plan and evaluate work activities to meet established overall project goals
and objectives; analyze alternative methods or processes to meet project and
service delivery goals |
 |
May participate in the Request for Proposal development and selection process
to obtain COTS software and integration/implementation vendor(s) |
 |
Report progress and escalate issues identified by the project teams and
documents and communicates response and resolution |
 |
Recommend and manage program budgets, features and metrics; develop and
implement or recommend associated project policies and operating and
administrative procedures |
 |
Work with staff and vendors to ensure a high performance, customer
service-oriented work environment that supports achieving the project’s
mission, goals and objectives; regularly monitors performance and provides
coaching for performance improvement and development |
 |
Track and evaluate the effectiveness of project activities; make and/or
recommend project modifications |
 |
Conduct management reviews of progress and conformance with time lines,
budgets and The Client requirements |
 |
Monitor vendor activities for compliance with contract requirements and
payment terms, identify discrepancies and provide recommendation |
 |
Identify and recommend solutions to project resource needs and requirements
|
 |
Collaborate with PMO Communications and Outreach and The Client Corporate
Communications Office and vendor(s) to coordinate and facilitate communication
with all areas affected by the project including business areas and other
projects/programs within The Client |
 |
Ensure project deliverables align with the project’s objectives and success
criteria |
 |
Ensure all products that are a result of the project are quality products
including participation in quality reviews |
 |
Monitor and validate that knowledge transfer to State employees occurs
continuously throughout the project |
 |
Prepare various reports and presentations for the stakeholder groups |
 |
Develop project reports, narratives and statistical program performance
reports and recommendations |
 |
Plan, facilitate and/or participate in project related meetings with both
internal and external stakeholders |
 |
Participate and/or facilitate meetings with both internal and external
stakeholders |
