Preamble
The Client is soliciting for a System Analyst to perform
Business Process Improvement / Reengineering analysis and planning. The analysis
and planning will include the full scope of the the Client's business and all
branches therein: Administrative Services, Benefits and Services, Enterprise
Initiatives and Technology, General Counsel, Investments, and Plan Design and
Communications.
The services period may be up to, but not exceed, thirty-six
(36) months, with an estimated 150 work hours per month, per position.
Anticipated start date is October 1, 2008.

Experience
It is desirable for the Contractor
to have the following listed experience, knowledge, skills and abilities:
 |
At least three (3) years
experience in Business Process Improvement / Reengineering initiatives for
large public and/or private sector organizations. |
 |
Demonstrated experience
leading/managing/documenting/participating in Business Process Improvement /
Reengineering workshops, focus groups, as-is and to-be validation sessions and
process mapping – ensuring active participation and input from business
process owners, Subject Matter Experts / Knowledge Workers. |
 |
Experience in or knowledge of
Change Management methods and techniques. |
 |
Experience in or knowledge of
performing best practice research. |
 |
Experience using Business Process
Improvement / Reengineering methodologies, standards and mapping/modeling
tools, (Visio is the current The Client standard). |
 |
Experience in cost benefit
analysis including calculating return on investment. |
 |
Experience in identifying and
documenting gap analysis – including where we are, where we want to be and a
roadmap with recommendations and alternatives of how we get there. |
 |
Experience in organizational
development as a result of Business Process Improvement / Reengineering
implementations. |
 |
Experience writing Business Cases
– including justification, costs, approach, recommendations, alternatives,
etc. |
 |
Experience training and providing
knowledge transfer. |
 |
Ability to interpret process
modeling documents. |
 |
Excellent oral and written
communication skills – able to communicate team and project goals in a clear,
concise and strategic manner. |
 |
Excellent analytical and problem
solving skills – able to work on complex problems where analysis of situations
requires an in-depth evaluation of various factors. |
 |
Ability to produce and deliver
highly professional presentations. |
