Preamble

Project Duration

The project will be deployed and one year of maintenance and operation will complete around December 2012. The proposed Technical Architect should be available to work through June 2011. The anticipated project duration is from October 1, 2009 through June 30, 2011.

Travel

In-state travel may be required under this agreement. In the event travel is necessary, the Client will compensate the vendor for all travel costs as required in the completion of the assigned tasks. All travel costs will be reimbursed in accordance with the following:

Travel expenses will be charged utilizing current State rates.

bullet

Travel expenses will be submitted by invoice with associated consultant fees to the Client for reimbursement.

bullet

All travel will be approved by the Client in advance of such travel.

Experience

Required

The successful candidate for this position must have the following specific skills and experiences to assure project success:

bullet

Knowledge of the Microsoft .Net Framework.

bullet

Knowledge of the Microsoft SQL Server database platform.

bullet

Proven experience in this role on at least one project of similar size and complexity. The referenced TA role must have been as the primary architect.

bullet

Proven experience with development and integration projects that involve 24/7 online, high volume applications that are based on confidential data.

bullet

Proven experience with development of projects involving multiple tier application systems, integration and deployment of equivalent scope and complexity.

Preferred

The following specific skills and experiences are preferred for the successful candidate for this position:

bullet

Microsoft Certified Database Administrator (MCDBA, MCITP or MCM).

bullet

Microsoft Certified Architect (Technology-based: Database track) (MCA).

bullet

Familiarity with Microsoft Office productivity tools.

bullet

Knowledge of Joint Application Development (JAD) techniques to fully define the system requirements and identify those issues that need management attention.

bullet

Knowledge of the use of Rapid Application Development (RAD) techniques and prototyping to expedite system development.

bullet

Knowledge of the design, development, and operational impacts of the following:
bullet

Security issues related to Internet accessible databases containing personal information.

bullet

Availability, backup, recovery, and data integrity issues of 24/7 systems.

bullet

Performance issues related to very large databases and high volume online systems.

bullet

Experience providing TA services on a comparable project for a CA state agency is desirable.

bullet

Familiarity with IV&V and IPOC oversight services and how these services collaborate to ensure successful project outcomes.

bullet

Familiarity with election systems and the business processes surrounding them will be helpful.

bullet

Knowledge of CA State IT Project Oversight Framework

bullet

Knowledge of Institute of Electrical and Electronics Engineers (IEEE) application development standards

bullet

Knowledge of Information Technology Infrastructure Library (ITIL) standards (version 3).

bullet

Knowledge of the Software Development Life Cycle

bullet

Knowledge of Software Engineering Institute standards.

Scope of Work Summary

Description

The Contractor is responsible for ensuring that the technical deliverables meet all project technical requirements and specifications prior to the the Client acceptance of the deliverables for payment. The Contractor will serve as a daily technical advisor to the Project Manager and will work closely with the SI vendor and Information Technology Division (ITD) Technical Leads to identify and mitigate risks and issues that impact the Client applications and infrastructure. The Contractor will participate in JAD sessions, help develop deliverable expectations documents, participate in running acceptance test scripts, and provide technical performance reviews. The Contractor will also serve as the technical liaison between the SI vendor and external agencies’ technical staff to ensure a smooth transition to production for the VoteCal solution. Contractor will also be expected to work collaboratively with the Independent Validation and Verification (IV&V) consultants to ensure the VoteCal solution is engineered to accepted development, testing and implementation standards and fully satisfies SOS business and technical requirements. This position will report on a daily basis directly to the VoteCal Project Manager.

In completing the tasks within this scope of work, the Contractor will comply with the following standards:
