Preamble
The anticipated contract duration is July 25,
2009 – June 30, 2010.
It is the desire of our
Client to hire a Clipper/Advantage Programmer to maintain and support all the
applications written in Clipper programming language with Advantage database.
It is necessary to have a consultant provide this service, since the Client does
not have staff that have the technical experience and knowledge to support their
utilized Clipper/Advantage applications.

The Client is looking for a single individual to provide onsite support. |

Only an experienced Clipper and Advantage Database Server programmer with a
minimum of 5 years experience will be accepted. |
Scope of Work Summary
The selected Contractor
will provide professional support to the Client staff in the areas of Clipper
programming and Advantage database administration to ensure that all the Client
Clipper-based applications are stabilized, remain operational, and maintain data
integrity.
Contractor
responsibilities include but are not limited to:

Maintaining Clipper and WinBatch executables, database files, indexes and memo
files, menu initialization (INI) and configuration files. |
 |
Troubleshooting, locating the source of and correcting errors in database
applications as necessary. (Errors can originate in the maintenance
operations, database server operations, source code, network server
interactions (Novell/Microsoft), interface with other state agencies, complex
encryption or data storage scheme, or migration of the databases to a GUI
driven system hosted in Windows. |

Develop and maintain reports using Report Writer (R&R) versions for DOS and
Windows. |
 |
Learn and document existing system functionality for use in future conversion
of system to new platform. |
 |
Assist help desk staff and end users in resolving complex database and report
related issues. |
 |
Perform monthly and yearly database duties, routines, and updates. |
 |
Conduct analysis with the help of end users and executive staff members to
resolve issues and/or develop new solutions to business problems. |
 |
Assist in the preparation of migration of the databases to a GUI driven system
hosted in Windows. |
 |
Knowledge of the following languages/tools: Clipper 5.2e, Blinker 7, Advantage
Database Server (ADS) 6.11, WinBatch and compiler, R&R Report Writer (DOS and
Windows versions), SixCDX3, Novlib, Funcky 6, Flexfile II, Grumpfish, Nanforum
toolkit, OSLIB, and other 3rd party libraries. |
Consultant shall provide
daily onsite maintenance and support of all Clipper-based applications and
database files. Maintenance includes but is not limited to: system support, end
user support, programming, testing and documenting. Support includes but is not
limited to: system support, end user support, creating and running ad-hoc and
standard reports, analysis, and problem determination and resolution. Other
duties include:

Daily onsite maintenance and

Maintain Clipper executables |

Maintain WinBatch executables |
 |
Maintain all database files
including but not limited to data files, index files, memo files,
initialization files, etc. |

Perform yearly maintenance of the
system’s databases and reports |
 |
Set up yearly modification and
update of database functions and files. (Budget, projects, etc.) |
 |
Reduce repetitive maintenance of
the system’s databases and reports |
 |
Create new statewide reports and
publish in the department Online Resource folder using R&R for DOS and PCL2PDF |
 |
Troubleshoot all database system
errors, locate the source, devise and implement solution |
 |
Provide assistance to the help desk
in resolving more complex database problems associated to Advantage |
 |
Assist with reporting issues,
develop and implement solutions |
 |
Reduce/resolve conflicts between
Novell ADS server and Windows XP/Vista |
 |
Develop a change management plan
and document all system changes |
 |
Document all program specifications |
 |
Document existing applications and
database interactions |
 |
Conduct analysis with end users on
business database issues |
 |
Develop/modify source code as
required so programs fulfill the needs of the agency’s business practices.
(Including screen design, business logic, nightly routines, database files and
indexes) |

Convert the current system from IPX
to IP in an effort to begin the migration to Windows |
 |
Provide Clipper-based programming
services as needed by department |
 |
Assist with future programming
migration issues. |
