Preamble
The anticipated contract term for this assignment is December 15, 2008 – June
30, 2009.
Typically, services will be performed during State business hours, 8:00 a.m. to
5:00 p.m., Monday through Friday, except State holidays. However, under the
direction of the Department of Child Support Services (DCSS) Contract Manager,
services may be provided outside business hours.
Experience
 |
Two (2) years systems-level experience with any Child Support Enforcement
system and related technologies, architectures, interfaces and subsystems. |
 |
One (1) year experience with California Child Support Enforcement systems and
related technologies, architectures, interfaces and subsystems. |
 |
Two (2) years experience with California Child Support Program financial data. |
 |
One (1) year experience with conversion activities that include multiple
iterations of data extraction and validation, with each iteration identifying
areas of data cleansing and/or corrections to data mapping and extraction
programs. |
 |
One (1) year experience with data mapping and derivation that includes the
extraction of child support financial data from legacy child support systems
then mapping the data to a new targeted system. |
 |
Analyzing and validating data and identifying and reporting data integrity
issues. |
 |
Training, mentoring, and knowledge transfer to staff including
project/technical documentation, and use of industry best practices for
extracting, cleansing, and populating data into new systems. |
 |
Using the full suite of Microsoft Office tools (Word, Excel, Access, Project,
etc.). |
 |
Providing customer service and support with the ability to work in a team
environment with State and consultant staff in a collaborative relationship |
Scope of Work Summary
The
Consultant shall provide the Department of Child Support Services (DCSS) with
technical services to map and extract financial payment data from child support
consortia legacy systems and populate the Child Support Statewide Audit Tool
(SAT).
The child support consortia and associated Local Child Support Agencies (LCSAs)
involved include ARS (Los Angeles, San Diego, Orange), BEST (Alameda,
Stanislaus), STAR/KIDS (Fresno, Riverside, San Bernardino, Santa Barbara), and
KIDZ (Butte, Imperial, Mendocino, Placer, San Joaquin, Shasta, Yolo, Yuba)
legacy child support systems.
The Consultant will work with DCSS, impacted LCSAs, and the SAT Service Provider
to support the project’s goals, including, but not limited to, understanding the
legacy financial data structures; documenting specifications; designing, coding,
and testing the solution; populating the SAT with extracted data; supporting the
LCSAs during validation; and providing knowledge transfer to State staff as
needed.
SAT data includes all financial payment and selected case and order data
necessary to construct a valid SAT record.
Task
1 - Task Management
This task includes the
following:

Prepare/update Task Accomplishment Plan (TAP) in accordance with DCSS’ TAP
template; template to be provided to Vendor within three (3) days of
Contract Award. |
 |
Prepare a Monthly Status Reports (MSR) in accordance with DCSS’ MSR
template; template to be provided to Vendor within three (3) day of Contract
Award. |
 |
Prepare project plans, project schedule and status reports as needed. |
Task
2 – Data Extraction & SAT Population
This task will include,
but not be limited to, the following activities to map, extract, load, and
test legacy consortium financial data to the SAT:

Develop data maps between the data structures of the STAR/KIDS, KIDZ, and
BEST legacy consortia child support financial payment data and the SAT
database. |

Document derivation instructions for generation of data elements missing
from the consortia systems but required in the SAT, based on
consortium-supplied rules, and accounting for county-specific differences,
if any. |
 |
Develop a series of automated programs based on the data maps to extract
data from each consortia county’s legacy financial data files, deriving
missing or incomplete data elements based on consortium-defined rules and
SAT requirements, reporting on data extraction statistics. |
 |
Provide the SAT upload file containing county legacy financial payment data
to the SAT maintenance vendor for uploading to the SAT database. |
 |
Assist the consortium counties in validating their cases in the SAT tool,
modifying mapping and derivation programming as necessary based on
validation and testing results, and reloading the data to the SAT. |
 |
Assist LCSAs in post-upload data validation in the SAT tool, including data
clean-up of loaded data. |
 |
Provide knowledge transfer, guidance, support and mentoring to DCSS staff
members necessary for gaining an understanding of the SAT population and
data validation processes, as needed. |
 |
Transfer, upload, and validate data processes of the ARS data files to the
SAT. |
