Preamble
The total services period may be up to thirty-six (36) months, with an estimated
150 work hours per month. However, any initial contract resulting
from this requirement will have an end term of June 30, 2010.
All work must be performed on-site at the Client facility in Sacramento,
California. The selected contractor is responsible for all travel costs that may
be associated with providing services on this assignment.
In the past five years, the Client has experienced increasing demand for Web
applications as front-end user interfaces to access mainframe data.
Consequently, the Client has identified a need to provide members with more
online services to provide optimum customer service.
Vendor assistance and guidance will be necessary to mitigate risk and complete
online services in a timely manner.
The Client needs an expert in Business Analysis and Project Management to ensure
that the Client web applications are properly documented and implemented.
Expertise in prioritization and leading multiple efforts to completion will be
required.
Experience
Proposed Personnel will be evaluated for expertise, education, and experience in
the following categories:

Follow the the Client Project Management and SDLC methodologies in addition to
policies and procedures followed by Client programs |

Develop documents to comply with the SDLC methodology (e.g. Project Charter,
Risk & Issue log, Requirements Matrix, etc.) |

Ensure adherence to Enterprise Initiatives and Technology System Development
Lifecycle procedures and organizational documentation |
 |
Communicate with project stakeholders, including but not limited too, various
status reports, presentations and cross-project communication |
 |
Ensure that all critical issues are communicated to the project stakeholders
and resolved in a timely manner |

Report status to program/project manager(s) |

Assist in the development of presentations for executive staff, directors and
councils |
 |
Participate in the development and documentation of business process changes
required to support the business requirements |

Track progress of the requirements and documentation deliverables |
 |
Facilitate and participate in Joint Application Design (JAD) sessions to
elicit business requirements from project stakeholders |

Identify, validate and document business requirements in accordance with the
Client methodology |
 |
Perform detailed requirements analysis and verification, ensuring that
requirement statements are complete, concise and verifiable |

Translate the business requirements into functional specifications (or Use
Cases) to support the build and testing phases in the System Development
Lifecycle |

Lead meetings with project stakeholders and team members |
 |
Coordinate, prepare for and conduct meetings |
 |
Develop job aides and training materials |
 |
Conduct, monitor and validate that knowledge transfer to Client employees
occurs continuously throughout the project |

Monitor adherence to Enterprise Initiatives and Technology quality assurance
procedures and completion of user acceptance testing |
