Preamble

The total services period may be up to thirty-six (36) months, with an estimated 150 work hours per month. However, any initial contract resulting from this requirement will have an end term of June 30, 2010.

All work must be performed on-site at the Client facility in Sacramento, California. The selected contractor is responsible for all travel costs that may be associated with providing services on this assignment.

In the past five years, the Client has experienced increasing demand for Web applications as front-end user interfaces to access mainframe data. Consequently, the Client has identified a need to provide members with more online services to provide optimum customer service.

Vendor assistance and guidance will be necessary to mitigate risk and complete online services in a timely manner.

The Client needs an expert in Business Analysis and Project Management to ensure that the Client web applications are properly documented and implemented. Expertise in prioritization and leading multiple efforts to completion will be required.

Experience

Proposed Personnel will be evaluated for expertise, education, and experience in the following categories:

Knowledge of Business Analysis and Project Management, including certifications and/or credentials

Experience in different types of requirements elicitation techniques and documentation

bullet

Proposed Personnel Approach Sheet

bullet

Experience in Business Analysis and Project Management and industry best practices

Scope of Work Summary

Responsibilities

 

bullet

Follow the the Client Project Management and SDLC methodologies in addition to policies and procedures followed by Client programs

bullet

Develop documents to comply with the SDLC methodology (e.g. Project Charter, Risk & Issue log, Requirements Matrix, etc.)

bullet

Ensure adherence to Enterprise Initiatives and Technology System Development Lifecycle procedures and organizational documentation

bullet

Communicate with project stakeholders, including but not limited too, various status reports, presentations and cross-project communication

bullet

Ensure that all critical issues are communicated to the project stakeholders and resolved in a timely manner

bullet

Report status to program/project manager(s)

bullet

Assist in the development of presentations for executive staff, directors and councils

bullet

Participate in the development and documentation of business process changes required to support the business requirements

bullet

Track progress of the requirements and documentation deliverables

bullet

Facilitate and participate in Joint Application Design (JAD) sessions to elicit business requirements from project stakeholders

bullet

Identify, validate and document business requirements in accordance with the Client methodology

bullet

Perform detailed requirements analysis and verification, ensuring that requirement statements are complete, concise and verifiable

bullet

Translate the business requirements into functional specifications (or Use Cases) to support the build and testing phases in the System Development Lifecycle

bullet

Lead meetings with project stakeholders and team members

bullet

Coordinate, prepare for and conduct meetings

bullet

Develop job aides and training materials

bullet

Conduct, monitor and validate that knowledge transfer to Client employees occurs continuously throughout the project

bullet

Monitor adherence to Enterprise Initiatives and Technology quality assurance procedures and completion of user acceptance testing

Detailed plan(s) for efforts

Documented findings of assessments, proposal, and observations

bullet

Documents containing requirements for all assigned efforts

The Client SDLC deliverables
