Position Title .NET Developer
Closing Date March 31, 2009

Preamble

The total .NET Developer services period may be up to thirty-six (36) months, with an estimated 150 work hours per month. However, the initial contract will have an end term of June 30, 2010.

All work must be performed on-site at the Client headquarter facility in Sacramento, California.

Experience

It is required that the contractor have experience working with and developing application frameworks, architecture and integration.

It is highly desirable that the contractor have experience and skill with the tools, techniques, and methods listed below:

 Programming experience with the FileNet Pentagon version and the following listed products

FileNet Image Services

bullet

FileNet eProcess

bullet

FileNet eForms

IDM Desktop

bullet

Experience constructing Workflow diagrams in collaboration with users

bullet

Lead the interaction with users during Workflow construction

bullet

Implement Workflows using FileNet eProcess and eForms

bullet

Experience with enterprise deployments in business environments of 1,000–3,000 employees

bullet

Experience with formal systems implementation best practices, i.e. System Development Life Cycle (SDLC), Unified Modeling Language (UML), etc.

Experience with records management

Proposed Personnel will be evaluated for expertise, education, and experience in the following listed categories using the assigned significance weights.

Experience with and knowledge of FileNet systems and modules

Experience in .Net development

bullet

Experience in all aspects of implementing web applications

bullet

Experience in performing and documenting analysis and design for web applications

bullet

Experience facilitating, leading, writing and executing test plans, scripts and checklists

Scope of Work Summary

bullet

Follow the full system development lifecycle methodology in developing quality solutions to meet customer needs

bullet

Under general direction, formulate and define system scope and objectives

bullet

Work at high technical level on all phases of application system analysis and programming activity

bullet

Work with customers to identify and document business requirements

bullet

Perform analysis to determine system and performance impact

bullet

Perform analysis of system requirements, workflow, and user interface specifications in order to code and/or configure selected system modules

bullet

Develop or modify external business specifications

bullet

Develop technical specifications, detailed test plans, test scripts, and test execution checklists

bullet

Develop design specifications for object model, security model, workflows, customizations, and development, as well as the preparation of test plans and scripts.

bullet

Construct code to meet external and internal specifications

bullet

Conduct unit and system integration testing

bullet

Prepare release documents

bullet

Write technical design documents

bullet

Participate in quality assurance peer reviews of business requirements, business and technical specifications, test documentation, and code

bullet

Devise or modify procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results

bullet

Troubleshoot technical issues

bullet

May be responsible for completion of a phase of a program/project

bullet

May be responsible for leading a team of developers
