Preamble
The Technical Project Manager will be responsible for establishing project
schedules, planning and managing the project to successful completion within the
established schedule, budget constraints, and deliverables. The Technical
Project Manager will work closely with the Client’s Business Project Managers,
Contract Managers, Technology Services managers and staff, to ensure adequate
resources and planning are applied.
The anticipated start date is December 1, 2008.
Approximately 26 months or longer, full-time.
Experience
Project Manager Required Skills:
 |
A minimum of six (6) years experience in IT Project Management. |
 |
Knowledge and experience with all aspects of project management methodologies
(use of a recognized project management standard) as well as product
development. |
 |
Experience with managing multiple projects. |
 |
Experience with change control principles and practices. |
 |
Experience with risk and scope management. |
 |
Experience with business issue mediation and resolution. |
 |
Experience with technical issue mediation and resolution. |
 |
Experience with software development projects. |
 |
Experience working with business and technical staff. |
Project Manager Desired Skills:
 |
Certification as a Project Management Professional with the Project Management
Institute (PMI), or certification of completion of coursework by a PMI
accredited training institute. |
 |
Experience with mainframe projects. |
 |
Experience with government data center services. |
 |
Experience working with various State control agencies and/or other regulatory
agencies. |
Scope of Work Summary
Under the direction of the Technology Sponsor the Technical Project Manager is
responsible for establishing project schedules, planning and managing the
project to successful completion within the established schedule, budget
constraints, and deliverables projected (listed below). The Technical Project
Manager must work closely with the Client's Business Project Managers, Contract
Managers, Technology Services managers and staff, and the Client's Program
Managers to ensure adequate resources and planning are applied.
Provide technical expertise in the following areas:
General Functions
 |
Develop and implement project policies and procedures using the Technology
Services application development life cycle and standards. |
 |
Maintain staff technical proficiency and productivity, and recommend training
where required. |
 |
Using Client's Enterprise Change Management Process maintain change control
for the project. |
Concept Definition
 |
Develop final project plan. |
 |
Define project success criteria. |
 |
Document project constraints. |
Planning
 |
Develop detailed project plan, tailoring methodology to reflect project needs. |
 |
Ensure that Client management, users, and Contractors agree to project
commitments. |
 |
Identify milestones, roles and responsibilities, and resource needs. |
Project Startup
 |
Ensure that project plan is approved and baseline. |
 |
Set project priorities and schedules with team. |
 |
Approve project quality and change management plans. |
Project Performance
 |
Review project status and prepare project status reports. |
 |
Compare budgeted to actual values. |
 |
Ensure that project plan is updated and signed off as needed. |
 |
Update the project plan to include any new functionality that may be enacted
during the time of the project and described in a Special Project Report (SPR). |
 |
Oversee the project team incorporating changes into the Client's
System/Application and providing stabilization support of the implementation
if the changes occur. |
 |
Participate in Quality Assurance reviews, as needed. |
 |
Participate in Steering Committee meetings, as needed. |
 |
Obtain Client management and user approval of design, test, and development
approaches. |
 |
Review project risks and establish mitigation procedures. |
Close-Out
 |
Develop an action plan for any product that does not pass acceptance test. |
 |
Obtain user and management approval of tested system. |
 |
Closeout open action items. |
 |
Develop a transition plan, if required. |
