Preamble

The term of this Agreement is June 15, 2009 or the date the Agreement is awarded to the Contractor, through June 14, 2011 or two (2) years after the Agreement is awarded

Experience

 Mandatory Qualifications

bullet

Project Management Professional (PMP) certification (provide copy of certification).

bullet

Minimum of four (4) years of experience managing both Quality Assurance and Risk services for large-scale, high-risk IT system.  For the purposes of your response, a “large-scale, high-risk IT system” is defined as a system having at least 100 system users and a total project cost of at least three (3) million dollars (defined as the total system development cost including planning, design, development and implementation).

Minimum of four (4) years of experience training, coaching, and mentoring staff on quality assurance principles, methods, techniques and tools.

bullet

Minimum of four (4) years of experience training, coaching, and mentoring staff on risk management principles, methods, techniques and tools.

bullet

Minimum of four (4) years developing and presenting clear, concise, and accurate documentation to executive-level management.

bullet

Minimum of three (3) years experience conducting comprehensive system testing.

bullet

Minimum of two (2) years developing, collecting and reporting on project metrics.

bullet

Minimum of four (4) years managing diverse stakeholder groups.

bullet

Minimum of three (3) years of experience in a lead capacity.

bullet

Minimum of four (4) years of experience applying industry standards and methodologies to IT projects for Quality Assurance/Risk Management.  At a minimum, one (1) of the four (4) years of experience must include use of Institute of Electrical and Electronics Engineers (IEEE) standards.

Minimum of three (3) years experience using the following Microsoft Office tools: Outlook, Excel, Word, PowerPoint, Access and Project.

bullet

Minimum of two (2) years experience using custom developed and/or Commercial Off-The-Shelf (COTS) tools for Quality Assurance, Risk Management and Test.

 Desirable Qualifications

bullet

Minimum of two (2) years experience utilizing Project Management Best Practices.

bullet

Minimum of two (2) years experience utilizing Department of Finance Information Technology Project Oversight Framework.

bullet

Minimum of two (2) years experience working on a State of California information technology project.

bullet

Minimum of two (2) years experience working in the Client business operations.
