Preamble
The anticipated term of this contract will be from December 1, 2008 through
September 30, 2009. The Client does not anticipate any travel associated
with this contract, and will not fund any travel expenses related to this
contract
Experience
Minimum Requirements
The proposed consultant must have the following experience:

5 years of extensive experience in large-scale system integration |
 |
5 years of experience as senior level Information Technology Architect |
 |
3 years of experience on SOA architectural projects |
 |
3 years experience in project management of IT architectural projects and work
teams |
 |
2 years of direct architecture experience implementing technical SOA solutions
with a large Governmental agency |
 |
5 years of experience in development of technical requirements |
 |
3 years of experience with Open Source solutions as a point of comparison for
product selection |
 |
3 years of experience working with Multiple Vendors on evaluating different
technical products |
Scope of Work Summary
The Client is requesting assistance from a qualified contractor in the design,
prototyping, and development and implementation of a new Enterpriser Information
Technology Framework.
The new architecture IT environment will be based on the principles, and
practices of Service Oriented Architecture (SOA), and on a conceptual targeted
design of a combined SOA and Event-Driven framework.
The selected Contractor will use industry information technology architectural
best-practices and system development best practices in the design, prototyping,
and implementation of an extendable and sustainable Client Technology Framework.
The contractor will provide expertise in the areas of Service Oriented
technology services design and delivery. This includes the identification and
documentation of key infrastructure core services and business interoperability
service layers and requirements.
The Client requires consulting services to assist in identifying and
articulating requirements, design specs, and physical components for a fully
maintained and robust Client technology framework.
Also within the scope of the consulting effort is the delivery of a selected
prototype to validate Client IT framework design and identification and design
of potential processes required for maintaining quality assurance and control of
new SOA environment.
The engagement for this effort will be focused on accomplishing the following
objectives:

Define and document Architecture artifacts for business and technical
initiatives |

Design and develop system architecture for deployment of distributed highly
scalable enterprise applications |

Perform architectural evaluations after implementation of technologies and
make changes as required as well as recommend integration solutions and
alternatives |
 |
Work in the Design, Build, and Test activities of the Enterprise Service Bus/
SOA /Integration Tier Architecture environment |
 |
Document Architectural frameworks and standards for publication to vendors
|
 |
Identification and establishment of standards within the SOA environment |
 |
Establish a prototype SOA environment to evaluate the technology needs |
 |
Review and integration of all requirements, including functional, security,
performance, quality, and operations requirements |
 |
Review and integrate the technical architecture requirements for the execution
environments |
 |
Review application and technical architecture deliverables throughout design
and development to ensure quality and requirement traceability |
 |
Work with other architects to ensure that the products and components work
together to meet the objectives and performance goals as defined in the
requirements |
The consultant will posses expertise in the functional and technical areas
described above and work as a partner with Client Enterprise Architecture’s
management and staff to ensure successful completion of activities.
Tasks and Responsibilities
The services under this contract include, but are not limited to the following
tasks and activities:

Provide expert level services in the areas of information technology
enterprise architectural framework analysis, design, and development; |

Provide expert level services in defining and documentation of Architecture
artifacts; |
 |
Provide expert level advice and assistance to the Client in establishing and
documenting standards and guidelines for EA environment ; |
 |
Provide expert level advice and assistance in the documentation of required
processes for maintaining and governance of EA Framework; |
 |
Design and develop system architecture for deployment of distributed highly
scalable enterprise applications; |
 |
Perform architectural evaluations after implementation of technologies and

integrate the technical architecture requirements for the execution

Work with the IT support unit to determine how the EA is supported in
production, including backups, disaster recovery, system performance, and
project management. |
